home classifieds distribution locations legal notices submit calendar item word of mouth contact us let’s slow down for a win-win deal written by john weiss woodshed red, white and blue top, hundreds of people at the bud ford pavilion enjoy the woodshed red concert on wednesday, july 4th. above, pueblo residents carol roybal, left, and lindy loudy show off their patriotic finery. story and photos by rhonda van pelt “it was full of manitou residents enjoying the day. … we need to thank the generous donors, businesses and residents for making the event possible,” said leslie lewis, executive director of the manitou springs chamber of commerce. chamber staff organized the event to give residents and visitors a fun way to celebrate without fireworks. jenna gallas, also of the chamber, concurred and added that it could become an annual tradition for manitou. bulletin urges manitou residents to sign petition to consider re-writing ordinance providing 50-year cog tax subsidy on june 11, manitou springs city council had its first public meeting about a proposed 50-year, potentially $25 million to $100 million tax subsidy for billionaire philip anschutz to rebuild the manitou and pikes peak cog railway. so far, no other public entity outside manitou has agreed to provide any financial support or incentives for this project. after significant public outcry about the speed of the decision-making process as well as details of the half-century deal, manitou mayor ken jaray announced on saturday, june 23, a hastily called town hall meeting for monday, june 25, to address public questions and concerns about this half-century agreement. from the start, this newspaper voiced concerns about the cog deal. specifically, we requested that the process be slowed down so that more deliberate debate could take place. also, since it was apparent the mayor no longer was a neutral player in the negotiation, we urged him to have someone other than himself moderate the town hall. the mayor rejected both requests. many manitou citizens were unable to attend the june 25 town hall (in my case, because of a family reunion), but numerous attendees reported that jaray “pooh-poohed” all objections to the deal. he also acknowledged that he had been unable to share details with the public because negotiations were ongoing and changes were being made on the fly. the next day, june 26, council voted 6-1 to approve the 50-year subsidy agreement. in manitou, it often takes six months to get a ruling on such issues as whether one can turn a regular rental into an airbnb/vrbo property. yet this deal, which will impact our community until 2070, was rammed through in two weeks. why? the broadmoor and team anschutz, without providing any supportive data, said they need major subsidies from manitou or they might not rebuild the cog. manitou’s charter empowers citizens to void a city ordinance if, within 30 days of the ordinance being enacted, 10 percent of citizens who voted in the last election sign a petition asking for a public vote on the issue. for this ordinance, this means by july 26, just more than 200 manitou voters would need to seek such a vote, which would take place during the already-scheduled november election. the bulletin is calling on citizens to seek such a vote, because it’s evident we need more time and more information to determine if such a tax concession is in the best interests of our city. we also feel this deal was decided in a rushed manner. we have also scheduled a town hall meeting on wednesday, july 18, at the briarhurst manor estate for citizens to ask questions and have the chance to sign the petition asking for a public vote. council members and broadmoor/cog representatives will be invited to attend, make remarks and answer questions at the end of the presentation. here are some of our concerns: impact of inflation no one knows what inflation will be next year, let alone over the next half-century. the average u.s. inflation rate over the past 50 years has been slightly more than 4.1 percent. many economists believe the current president’s tax cuts and deficit spending increase the risk of higher inflation rates in years ahead. annual inflation likely will be in the 3-5 percent range but could average 7 percent. if that happens, here is the impact on the buying power of revenue to manitou based on a $500,000 annual payment for the next half-century: year nominal terms 7% inflation 2020 $500,000 $500,000 2030 $500,000 $250,000 2040 $500,000 $125,000 2050 $500,000 $62,500 2060 $500,000 $31,250 2070 $500,000 $15,625 inflation impact over the past 50 years 1968 2018 pikes peak cog adult ticket $6 $40 aspen ski ticket $6.50 $155 cup of coffee 10 cents $2-4 gallon of gas 31 cents $2.88 aspirin (per pill) 0.015 cents 0.005 cents how much did the cog charge in 1968 for an adult ticket? before manitou provides tens of millions to benefit this multibillion-dollar corporation, we deserve to know whether any subsidy is actually needed. 2. the current deal makes manitou bear all the risk of inflation. currently inflation is low, but over the past 50 years, inflation has averaged a little over 4.1 percent. under this deal, the city’s maximum revenue will be capped starting at $500,000 a year, even if inflation soars. if, as many expect, the new, improved cog will attract many more riders at significantly higher ticket prices, manitou’s subsidy could be worth even more than $100 million (see june 21 bulletin). meanwhile, by 2070 when this deal expires, manitou could receive far less money in terms of purchasing power — perhaps less than $17,000 in current dollar figures (see chart). 3. one major assumption jaray made was that cog train riders regularly shop in manitou springs. but no one has credible information on how many cog passengers actually have shopped in manitou. to promote this deal, jaray admits he basically made up his assertion that that half of the cog’s 300,000 annual passengers (before its closure last fall) spent an average of $25 each in manitou, adding up to $3.75 million a year. but his information was not based on any valid, scientific survey, just his “guess,” to use his term. the actual number could be much less or much more. before making a long-term commitment predicated on the assumption that future cog visitors will spend millions of dollars in downtown manitou springs, we need
